The HSF is here to help you connect with our Youth Offer—activities, opportunities, and support designed for young people.
This fund is part of our commitment to making sure everyone can access positive experiences, no matter their financial situation.
We know it isn’t always easy to access youth opportunities or to get support – financial or otherwise – when you need it. POW (Participation, Opportunity and Wellbeing) is a service within Education at Barking & Dagenham Council, and we’re here to help
What can HSF help with?
Food, essentials, and emergency clothing
Travel support
For youth activities, appointments, or interviews—especially for those with additional needs or experiences, or where free travel isn’t available and extra help is needed.
Phone top-ups and digital access
Support for trips, experiences, and employability

We can’t guarantee you’ll get support from HSF, but we will work with you – and our partners – to find the right help for you and your family, making the most of all Barking & Dagenham support and services. Once you’ve emailed, our team will be in touch to talk through your options and next steps.
HSF is designed to provide short-term relief, not a long-term solution. Every request is looked at individually, and our aim is to help you access everything our Youth Offer provides.
